The Reason:

27th Amendment - No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

The Idea:

Amend the constitution to require a popular vote by the people of the United States of America to approve or deny any law concerning the variation of the compensation for the services of the Senators and Representatives.
