Require the President to Explain the State of the Federal Budget in the State of the Union Address

In the State of the Union Address require that the President spend at least 1/3 of the word content of the speech explaining how the federal budget is spent, identifying which departments failed audit, and assessing the state of the national debt in order to meet Article I, Section 9 of the Constitution.

"No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time."
