In light of the recent cyber-attacks on local and national parties and on key parts of the American electoral system, the threat to the integrity of the democratic process in the United States is undeniable. In order to ensure fair elections with a consistent process for verifying the integrity of all votes, Congress should enact legislation that requires that a ballot receipt be printed with every vote submitted electronically. Each voter should have the opportunity to verify that the votes he or she submitted correspond to what is printed on this receipt. These receipts should be safeguarded by the appropriate government agencies in the event that recounts are necessary.
