We the people ask the federal government to Call on Congress to act on an issue:

Require prior military service for civilian held leadership roles, i.e. SECNAV, SECDEF.

We require judges to have prior law experience before they can join SCOTUS, as their experiences should be a guide for process based decisions. This should also hold true to the selected decision makers of the branches of military service, as their decisions directly tie to the uniform. A Secretary of any DoD branch will certainly have a better understanding of the effects of their policies because they've lived that life and have seen the hardships. We can't have poly-sci business men running the prestigious branches of the world's FINEST military.
