My solution would require all private sellers to get their sales in writing and notarized to prevent sellers from backdating sales of their firearms after legislation is in place and to have legal documentation releasing liability of said firearm from the seller. In addition to requiring a notary, the transaction must take place via FFL for a background check for the receiver of the firearm to prevent those do not have the legal right to own a firearm.
