I ask that you require that law enforcement officers, and neighborhood watch officers, be trained well in non-lethal combat, and in the use of non-lethal means - to the point where these things are considered before lethal force.
Many people are killed, throughout the USA, every year, though in most cases, the "peace officer" should have the skills to contain or incapacitate the suspect with no or minimal harm.
A peace officer should be able, driven, to protect and serve the public, and the suspect.
Unfortunately, "volunteers"... neighborhood watch, and even our own police, do not seem to be adequately trained - and unarmed civilians die all too often at the hands of those who go for their guns before their tazers,before physical restraint, before even identifying themselves.
