Prevent terrorism and violence by requiring all applicants for gun ownership to submit to the same sort of psychological tests that would be required of appllicants for membership in any formal Federal government military organization, including "well-regulated militia." Some particular mental disorders to be tested for should be paranoia, anger, fear, approval of violence, mental instability in general, psychopathy, bullying, anti-social behaviors, alcohol and/or drug use, and obsession.
