New gun laws should require all gun owners and everyone in their household to pass a psychological exam. Since military and police personnel are required to pass a psych exam before being issued a weapon then so should citizens.
If anyone in the household fails the exam but still wish to own a gun(as is their constitution right) their name. address and contact info must be put in a database similar to that for sex offenders and be made available to all law enforcement officials, school officials, etc.
The cost of the psych exam and gun owner database should be at the gun owners expense. No gun shall be issued until exam is complete and paid for.
The psych exam should be created by a panel of criminal psychology experts and anyone administering the exam must be properly licensed.
