All public high schools should be required to start after 8:30. Adolescents are more inclined to stay up late at night and wake up later in the day, in stark contrast to most schools bell schedules that often have classes starting before 8:00. By requiring public schools to start after 8:30 student productivity would increase as better sleep has shown to increase memory and concentration. In March 5th 2015 Congressional Rep. Zoe Lofgren [D-CA-16], introduced the Zzz's to A's act that allows grants to be given to schools that start after 8:00. This will create incentive but most high schools are more focused on students' extra activities rather than productivity and the grant money is not enough. By requiring public schools to start later it will allow students the rest and sleep they need.
