Require public service personnel pass a basic psychology course on people & animals to prevent wrongful death & injury.

Because of the death of Max and several debates with other I have discovered to many people including our public services person are completely ignorant to animals behavior and this had caused needless injuries and death to Max and others, humans included. If publics service persons are required to pass a basic class on psychology in human & animals behavior we would have less injuries and deaths. The officers made major mistakes with this situation and unfortunately they were completely unaware of how. Ask any dog expert about what Max was doing and why. They will explain.
