While the majority of emphasis, and obstructions, to gun violence have focused on gun control, public safety is threatened by actual use, not possession. 2nd Amendment defenders are focused on gun ownership and the behavior of gun owners. The biggest threats from gun violence in public places comes from premeditated attacks on innocent victims. Inexpensive and mature technology exists to place radio frequency identification chips into bullets, and, possibly, firearms themselves. Excessive quantities of bullets or arms could be sensed in appropriate public areas, without intruding on the rights of law abiding gun owners. The protections for the public would be enhanced, while the burdens would only increase on those with malicious intent, and who cannot be identified ahead of time.
