Require Random Drug Testing for People who Receive Government Aid

People that receive food stamps, government aid for scholarships, and government grants should have to go through random drug screening process to protect the government investment and insure that their is a real need for assistance. If a drug test comes back as positive they will be ineligible for government assistance without completing a drug rehab program.
