require random mandatory annual drug tests for all government employees.

This is in response to congressional negotiators and the White House, which took actions to include reforms to the unemployment insurance system that allow states to random drug test unemployed and partially employed claimants. Governing bodies require this because the claimants are receiving monies from tax dollars, it should be required that all employees of the Local, State, and Federal Government submit to random annual drug tests due to the fact that their pay is also garnered through taxation of the American People.
