Require Registration of Pre-Paid Cell (Burn) Phones

Create an on-line federal registry and require that any person, regardless of age, provide a driver's license or some other type of photo identification upon purchasing a pre-paid cell phone (burn phone). Sellers of these phones shall be required to enter the phone number and identification of purchaser. This will allow these phones to be traced and linked to the person using them, especially those individuals who are engaged in illegal and terrorististic activities.
