1. Every gun sale including private sales should require registration/background check & title transfer much like sale of a car.
2. There should be a government background check service that private citizens can run that reports back with a simple answer such as person is "allowed" to purchase a gun or not.
3. Sale of a firearm should require ownership of the gun to be legally transferred with a copy of the background check report that clears that individual to purchase the gun.
4. Gun owners should be required to get their guns inspected by licensed gun shops every year and report their current address.
5. Un-inspected weapons should not be allowed be sold.
6. Owners shall be fully responsible for any crime that is committed by guns that they sold without following the above rules.
