Would require all regulatory agencies to submit any new -or amended- regulation to the House of Representatives for a floor vote within 5 session days. The vote must occur within 5 session days and may not be postponed in any way.
The Regulation vote would then move to the Senate and may not be filibustered. The Regulation must be voted upon within 5 session days.
No edits or amendments may be made to the regulation prior to a vote. Regulation votes must be passed by simple majority and may not be combined with any other legislation.
If passed in both houses of congress the regulation may take effect.
The executive branch is represented in the process by virtue of the appointment of the heads of the regulatory agencies.
No Regulations may be passed in recess.
