Require repayment of Pell Grant funds for non-completion of certificate or degree programs in higher education.

Due to the overwhelming costs of higher education and struggling economy, many students are now utilizing student financial aid to further their skills and make themselves more employable. However, we all know of those who abuse the opportunity of FREE money to complete their education and become a better contributing member of society. Those who do not complete a program of study are taking away opportunities from those who are motivated to finish what was started. We would like for the student aid abusers to be required to pay back any and all federal student aid should they not complete a program of study within a reasonable time frame. It's time to help those who will help themselves.
