Require a sales receipt for all transactions carried out in the USA. Law enforcement would be obliged to enforce.

Created by J.M. on February 02, 2013

I recently tried to get a receipt from a mechanic who did car repairs, but he refused.
I called the police and asked them to force him to give me a receipt, but they said they could not as he had no legal obligation to give me one.
There have been receipts for business transactions written on cuneiform. It is now 2013. But apparently in the USA there is no obligation on the part of a business's to provide a customer with a receipt, which is the legal basis for all proof and legal actions.
This is incredible.
I would like a bill introduced that would:
1. Require any business or individual to provide the customer with a sales receipt for any product or service provided.
2. Require the maintenance, via transmission to a government agency, of each business transaction receipt issued. For taxes
