Require the same child saftey restraints on any vehicle that drives on a city street, regardless of the mph limitation.

We need to have a law requiring child safety restraints for any moving vehicle on city streets, regardless of the mph restriction. For example: golf carts. There is no law for children and babies to be buckled up in a golf cart driving on a city street as long as the posted mph of the street is 30 mph or less. I have seen drivers of golf carts holding babies on their lap while driving in neighborhoods. While they may feel they are driving safe, a lot of people race around the neighborhood. If one driver, failing to oby the traffic law, hits a golf cart, those children would go flying and could possibly die. We need to protect those children!
