require that sanitary dispensers in public restrooms be kept in working order under regulations of the ADA Act of 1990.

We request that the government consider requiring all restrooms in public buildings and institutions that receive governmental funding to keep their sanitary dispensers (in women's and unisex restrooms) in fully stocked and working order. While menstruation is not a disability, it is known to complicate other medical conditions. Lack of access to feminine products in public restrooms harms women, especially those with disabilities who may not easily find a pharmacy or other outlet when an immediate need arises. The lack of ready access to feminine products in public restrooms is in violation of women's rights and the ADA of 1990. Institutions can charge a nominal fee for these products, but should be fined for non-compliance with the Act if the dispensers are left broken or unstocked.
