Require Scale Comparisons on Budget Issues

When ever politicians or the media talk about budget cuts they only provide the raw cost ($5 billion for example) but this doesn't give a scale for the public. $5 billion seems like a lot to us but compared to the government budget it isn't that much. There should be a scaling metric to give a proper comparison on how much a new program will cost or how much a cut could save. My proposal is for it to be required to include this scaling metric, by comparing this cost/saving to a different part of the budget(or the budget as a whole). Such as telling the percent of the defense budget to give it scale against other programs. This will help the public understand and help prevent the cut of good programs in attempt to save almost nothing.
