Require the SEC to claw back bonuses of corporate executives when the SEC fines corporations for violations.

Currently, SEC fines are normally paid by the company's shareholders and/or insurance companies, negating any deterrent value such fines may have. A requirement that the SEC claw back the bonuses of the executives in charge during the time of the violations would focus the punishment on those who have earned it, and the deterrent effect would be enhanced.
