With the question of secession being one centered around state's rights, it seems reasonable that those petitions must pass through their particular state governments before being reviewed at the federal level.
If the creators of these petitions believe that the feasibility of state approval is very low to nil, then they should consider immediately apologizing for wasting our great nation's time and making a mockery of real public issues, which demand actual attention, by clogging the administration with non-nonsensical frivolity.
Those deluded petitioners should immediately stop pretending that they reflect the attitudes of the majority of their state's population. By doing so they slander both the state and that majority, which is most certainly constituted by patriots.
