The Anti-Counterfeiting Trade Agreement has been negotiated in secrecy. The Obama Administration plans to make the US party to it by Executive Order.

Since it has substantial effect on the rights of US citizens, on due process and other ramifications which are important, it should be subject to a full and public review, and should be ratified by the Senate, as the Constitution requires that treaties be. Because of the secrecy with which this agreement was negotiated, the Senate should reject it.
