Before any person can purchase a firearm they must register with their state militia and perform regular required service and training as determined by the militia.
Congress and the President may also choose to amend the Constitution to clarify specifically what the rights to bear arms are in contemporary American society, be it self-defense, protection from the government or participation in a militia.
