Seeing as under the George W. Bush tenure increased Federal debt $11.7 Trillion from a surplus when he took office, and further that Texas prides itself on the Bush's (E.g. Houston George H. Bush International Airport) and Bush policies, the remaining States would like Texas to reimburse them the "Bush Federal Debt" on a per capita basis.
($11.7 trillion W. Bush debt / 25.674 million Texans).

Further, we recommend renaming the Houston George H. Bush International Airport the "Home of Sunset Tax provisions circumventing the Byrd anti-deficit movement".
