Currently the delivery of green cards is done with USPS. They are sent with tracking numbers, but they do not require a signature for delivery. If the green card is lost in the mail, then USCIS will give you the tracking number and tell you to sort it out with USPS. Then USPS tells you that they "investigated" and determined it is lost, leaving you with the only option left. File the I-90 form to replace the card and pay the $450 fee. If the delivery system was changed to require a signature, security on that item would be tighter, thus the frequency of green cards lost in the mail would decrease.
