Stephen M. and the signers of this petition are confused regarding the Office of the President and need a class in basic Government Operations.
Here are direct counter points to illustrate their short comings:
1) War hasn't been declared in Libya and The President has always had the authority to commit the U.S. Armed Forces to combat operations without the consent of Congress. Including "no-fly" zones. Bush did it as well.
2) The U.S. Supreme court has already declared Obamacare as NOT being unconstitutional.
3) The Constitution has been altered 27 times since it was first signed. By this rational, any sitting President during those ratifications should have been impeached.
4) A "Czar" is the Emperor of Russia. The President does not appoint him, neither does the Senate
