Legislators in the House and Senate have failed to pass a budget on time for many years. They even fail after passing laws requiring they pass a budget, because they can pass other laws to avoid their responsibility.
If a legislator cannot be part of a team which can negotiate and pass a budget in a timely way to ensure the ongoing operation and efficiency of the government, they should lose their job at the end of their current term of office, and be required to wait at least two years before becoming eligible to run for elected office at the federal level.
If the term of office is six years, then the incumbent must participate in passing six budgets in order to run for re-election. If the term is two years, then two budgets.
Make the deadline June for the following fiscal year.
