We the people ask the federal government to Propose a new Administration policy:

Require a standardized Policy and Procedures manual for all police agencies.

Require all police departments to adopt a federally accepted use-of force policies and procedures manual that protects the public. This policy should go beyond the legal standard of "objective reasonableness" outlined in the 1989 Supreme Court decision Graham v. Connor. The current standard does not provide police with sufficient guidance. As a result, fatal shootings by police officers are often found to not be a crime due to the lack of recognized standards, the involved officers defining 'objective reasonableness' and prevailing racism.

Finally, all police department policies and procedures should be available to the public and audited by an external office to ensure compliance or risk state and federal funding.
