Require the State of California to allow ALL commercial vehicles regardless of model/filter year entry into the state

The state of California has enacted laws which prevent many commercial tractor and box truck units from moving freight into and out of the state. This is especially impacting owner operator and independent contractor based carriers and truckers. Our petition is to require California to repeal these laws and allow trucks regardless of model or filter year entry and exit out of the state without restriction or requiring exemption.
The impact of these laws is affecting carrier and trucker ability to handle freight destined to the state of California on all levels from food to household goods to military arms, ammo, and explosives.
These trucks pose no greater threat to the environment than regular daily car and bus traffic in the state thus should not be penalized.
