Require State DMV's to track Automobile Manufacturer Recall Notices and tie them to annual Vehicle Registrations

State DMV's should not allow motor vehicles to be re-registered if there are outstanding automobile manufacturer recall notices. Many States already track and mandate specific repair issues such as state inspections and emissions testing. The case of the 17 year old Texas girl who died from an exploding Takata airbag should not have happened for many reasons. One reason, according to reports, is Honda Motor Company sent out at least six recall notices over a 5 year period to several past registered owners and the repair was never made. Our governments exist to serve and protect. Life is precious - Safety First!
