Electoral votes of each state in Presidential elections should be awarded to candidates in proportion to the popular vote in that state.
1) The current winner-take-all system violates the one-person-one-vote principle since voters for the minority party in a given state have no effect on the national outcome.
2) A change in practice at the state level should not require a Constitutional amendment, as would be the case to eliminate the Electoral College entirely.
3) Some small degree of winner-take-all "granularity" is still needed to avoid the possibility of a national popular recount.
4) The change can be made in stages by pairing of states with roughly equal and opposite numbers of minority votes, so that their joint net change (using the most recent election results) would balance.
