Require states to conduct audits to determine how many foster youth attend public schools & properly allocate resources.

Among all students, foster youth in America are falling behind. We must take proactive steps to help youth succeed in school. To begin this process, we must first ask that all states conduct an audit to determine the amount of foster youth in school as well as determine where they attend. California is the only state to have done this. Once this is completed, states can properly allocate funding, resources and any other entities needed to close this "invisible achievement gap."
