require states to receive in federal funds an amount equal to what that state's population pays in federal taxes.

This petition resolves the constant and permanent war over federal taxes. Although most American favor a federal tax rate as low as possible, the federal government sends to many states more federal funds that the federal government takes in from those states. This petition would finally allow real and concrete ramifications to federal tax policy; whereby each state would receive, through the various federal programs a yearly amount equal to that state's total contribution to federal coffers for that tax year.
For example if the people of Arkansas's federal taxes collectively equaled 2 billion dollars, the federal government could not fund federal programs active in the state of Arkansas for an amount more than 2 billion dollars.
