Require states seeking to secede to show ability to repay all aid, benefits and assets received while a state.

Any state proposing to secede has received federal aid, and contains assets such as interstate highways, that cannot reasonably be removed. Any request to secede should be required to include evidence to demonstrate the immediate ability to repay all benefits received by virtue of statehood, and to pay the United States for the value of all property owned by the United States, and for all improvements such as interstate highways, and other public works to to the extent they were funded with moneys provided by the United States government. No state should be permitted to secede without compensating the United States fully for all assets and benefits it received as a state. To do otherwise would unjustly enrich departing states.
