There should be stricter rules for non US Citizens to obtain Visa's, and dual citizenship in the US. Non U.S citizens should not be aloud to receive government benefits such as welfare, or social security unless they are full U.S Citizens. If they do obtain a legal Visa they should be checked up on more regular to make sure they are adhering to what they came to the U.S. to do. Finally, if non U.S citizens are behind in taxes or such they should be required to return to there home country.
