To ensure that anybody who relies on federal social programs is in fact responsibly using their benefits in a productive manner, substance tests should be issued to anybody who accepts social welfare. This includes but is not limited to, welfare, unemployment, WIC, premature Social Security etc...
This policy should also recognize each states right to marijuana reform and medical usage.
The purpose would be to protect the government from wasting valuable tax dollars on those with advanced substance abuse issues. Specifically, those who refuse to participate in a regular system of work and benefit from loopholes in our social welfare programs. In a time when our government has nothing to spare, we should not take risks to protect those abusing the system.
