Require television networks to allow access to presidential debates via over the air broadcasting.

Increasingly, consumers are turning away from subscription television service to over the air (OTA) broadcasting. Both delivery systems are heavily subsidized by advertisers. During the current presidential campaign, networks are restricting access to debates to cable subscribers only. This practice is discriminatory to those that are not cable subscribers, either by choice or economic necessity, and therefore adversely affects the political process.

Requiring the public broadcast of presidential debates is in the public interest.
