require that those who have a history of alcohol abuse get a permit,mental illness checks and backgrounds checks

require that those who abuse alcohol get background checks, and mental illness checks and a permit to allow them to buy alcohol. alcohol is one of the most widely abused drugs. and it brings a lot of problems to society and families. i am not asking for prohibition, because prohibition of anything does not work. (hint hint.) i am just asking to be more strict on those who abuse alcohol because we as a society need to stop letting those who abuse alcohol get away with the things they get away with. one who abuses alcohol are no different than those who abuse meth or heroin
