Require those who serve on the Committee on Science, Space, and Technology to actually have a background in science.

If they're to be allowed to dictate decisions on such matters, shouldn't they at least have a grasp of what they're discussing? Perhaps limiting it to those with a background is too much, but it should at least require a proficiency test-- when you have members who would denounce something as fundamental as embryology then you're obviously condoning stupidity. It's sad that something that a middle school student can understand seems to fly right over the heads of people who are supposed to be in charge. When you demonstrate that you possess the scientific literacy of a newborn child, you should be treated as such. They shouldn't be allowed to hide behind the first or second amendment, when you're an elected official you are expected to be rational, not a fanatic.
