Require traffic signials at eligible intersections to change to blinking yellow/red during off hours. Save fuel and time

Traffic signals, especially ones that are timed versus triggered by a sensor should not function the same during times of lower traffic volume. Changing them to a blinking yellow/red set-up will improve traffic flow and prevent unnecessary starting/stopping and idling when compared to a normal traffic light set-up. These things decrease fuel efficiency. If this change is made nationwide, it could significantly impact our overall dependence on oil.
