Require trailer hitches as standard equipment on all new vehicles. The ubiquity and common ease of every vehicle having a trailer hitch would allow any citizen with even the smallest passenger vehicle to rent and tow small trailers, cargo carriers, or accessory racks. Being able to flexibly add cargo carrying capacity to any vehicle, right off the show room floor, simply by hitching on, would lessen the demand for large SUV's and trucks for the infrequent moments when something large needs to be transported. Lessening SUV and truck demand reduces energy usage and carbon emissions.
