Require a trained dolphin to whistle the Star Spangled Banner every time someone signs one of these Secession petition

The event must be witnessed by a trained marine biologist, recorded and placed on the Internet within 24 hours of the signing of any "secession" pledge. The dolphins used must be (1) Pacific white sided dolphins, or (2) bottle nose dolphin. Common dolphin use is prohibited.
