require transparency in military research operations.

Military research operations, where scientists and engineers research and develop new technologies for the military and/or reverse engineer foreign technologies to assess them often yield great scientific discoveries. I would like to petition that these operations be completely transparent in topic (letting the public know what all of the research goals are and what they pertain to), and semi-transparent in outcome and status (letting the public know the outcome and status only if it does not impose a threat to national security to release).
