The Treasury Department confirms that 87 percent of savings bonds sold last year were in paper form. Paper bonds provide a tangible way for children, in particular, to learn about saving and investing. The elderly, not as computer-learned as the young, have found themselves disenfranchised after decades of giving their grandchildren bonds on their birthdays. The current policy is cost cutting at the expense of tradition - reducing a patriotic event to just another "banking transaction". Restore the paper bond and promote a faith in the American Dream.
