Require a trigger lock on all firearms when in a dwelling, office building or while being transported in any fashion.

Require trigger guards on all firearms until they are in an environment where they are going to be legally discharged,
Make it illegal to have a firearm in any home or dwelling, office building or constructed building or while transporting on or in any vehicle used for conveyance, including livestock, unless they have a trigger lock in place and locked with the key in the possession of the transporter, until such time as they are going to be lawfully discharged.
