We petition the President to establish the following standard towards signing or vetoing Federal budgets received from Congress using the qualifications below. Furthermore, we recommend that the President proposes legislation to Congress ensuring that this standard becomes federal law.
The U.S. Federal Government shall not pass any budget that is unbalanced OR not at a surplus for the sole purpose of paying down the Federal debt, as compared by ALL total budgeted expense and program spending versus the previous year's Federal tax revenue, unless one or both of the following qualifications are met:
1. An unbalanced budget may be passed during a period of Congressionally declared War.
2. An unbalanced budget may be passed during a period of Congressionally declared national emergency.
