There is a glaring need for a national standard of conduct for law enforcement officers. Nearly 500 police shootings of unarmed men (mostly Black) occurred in 2013 alone, an admittedly conservative number, says The Washington Post. That number has most certainly increased over 2014 and continues to rise in 2015. It is clear that acceptable standards of police conduct either vary from state to state, or are not uniformly adhered to with appropriate penalties for noncompliance. The burden of this deficiency falls mainly upon young Black males. Prosecution is extremely difficult at the federal level. Numerous victims and families do not receive the justice they deserve.
