Require up/down vote for each bill item independantly

Too much time is wasted working on huge bills with multiple items in it to create something that Congress people will give their vote on. Stop the impasse by requiring every bill to be on a single item with an up/down vote so every member of Congress is on the record for what they support. This will reduce wasted money on pork, will encourage faster resolution on each item that is to be voted on, will allow citizens to know exactly what their representative stands for, and will expedite fiscal responsibility. Additionally, it will reduce the inability of Congress to make decisions on large action items by keeping choices small and simple. And by the increase in voting will reduce the items brought to a vote reducing spending. And it will increase cooperation.
